    Ten chips at 0.01 = 0.1 ETH. Room 4 fills on block 1,000, so its draw block is 1,003. That block's hash, run through keccak256 with the room index, mod 10 = 6: place 7 (counted from 1) takes 0.1 ETH, its own 0.01 plus nine chips of 0.01. A wallet holding three of those ten chips had a 3-in-10 shot.
